The Directorate of Textiles & Production-cum-Distribution Scheme under the Food & Supplies Department, Government of West Bengal is entrusted with the work relating to distribution of different essential commodities/items through the Fair Price Shops under P.D.S. throughout the State of West Bengal under the Production-Cum-Distribution Scheme. The Scheme is virtually an instrument of market intervention by the State Government in the interest of the consumers. The G.O. No. 6190-FS dt. 21-09-11 contains the guidelines on the distribution of Non-P.D.S. items under Production-cum-Distribution Scheme in P.D.S. Network in the State of West Bengal and as per the scheme, the Govt. approved suppliers distribute all types of Non-P.D.S. items through the PDS Network to the consumers at a rate which is at least 10% less than the open market price viz. G.O. No. 6808-FS/Sectt/Sup/4M-9/08 Dt. 16.10.08 & they are to pay administrative charges to the Govt. @ 1% vide G.O. No. 595(6)-FS/Sectt/SUP/4M-57/2017 dt.18.02.2019. Before any supplier is appointed by the Govt. in Food & Supplies Department for supply of their product, this Directorate conducts market survey to verify the proposed price and simultaneously quality test of the products is done by the Dte. of I.& Q.C. of this Department and if the reports received are found to be satisfactory in regard to price and quality of the products, a proposal is sent to the Govt. in the F & S Deptt. for consideration of the High Power Committee nominated in this regard for engagement of the supplier and approval of the price structure of the commodity. The Dte. issues administrative orders pursuant to G.O.s issued by the Govt. in F & S Department regarding new appointment of suppliers with respective approved price structure & also for upward/downward revision of price of any commodity as per recommendation of the High Power Committee. The quality of the items supplied through PDS is periodically checked by the Directorate of I & Q C. The Director of Textiles & Production-cum-Distribution Scheme co-ordinates & reviews the entire matter periodically & also as and when required.
