7 (v) parents brother or sister; (vi) spouse brother or sister;] 1 [(xx) "State Food Commission" means a Commission constituted by the State Government in terms of section 16 of the National Food Security Act, 2013;] (y) "State Government" means the Government of West Bengal in theDepartment of Food and Supplies; 2 [(ya) "self-help group" means a group of persons duly recognized by the District Magistrate of the concerned district as self-help group comprising of men or women of five to twenty in number coming from different families and belonging to economically weaker section of the society and having their residential address within a contiguous place for effective implementation of economic activities;] (aa) "Vigilance Squad" means squad formed by the State Government or by the Director or by the licensing authority for the purpose of close surveillance over the functioning of Dealers and Distributors; (ab) "Welfare Schemes” means such schemes as are launched by the Government of India from time to time like Mid-Day Meal, Annapurna Yojana etc., where dealers and distributors are required to function in the process of lifting and distributing food grains for the beneficiaries. Unless the context otherwise requires words and explanation used in this Order and not defined shall have the same meaning as assigned in the Act. PART II Issue of Ration Card 3 [3. Entitlement. – The State Government in the Food and Supplies Department shall issue ration cards only to citizen of India who is resident of the State of West Bengal as per the procedure laid down in clause 4 for the purpose of using it under the Targeted Public Distribution System, or schemes mentioned in the National Food Security Act, 1 Sub-clause (xx) ins by cl. 5 of the Notification No. 678-FS/Sectt/Food/4P-09/12, dated 2nd March, 2015 (w.e.f.3.3.2015). 2 Sub-clause (ya) ins. by cl.
